Now open Paper 26, copy & paste it as a new layer onto your canvas ,then go to Selections and click Invert, then on your keyboard press your Delete key ONE time.
Now on your keyboard press your Ctrl & D keys to deselect.
Now go to Effects, click Plug-ins, then click Eye Candy 5 - Impact - Then click Gradient Glow from the slide out menu. Now you can either use my settings below or make your own settings, these are just an example and by no means do you "have" to use them. But you are welcome too if you would like :-)

In your layers pallet delete your original Rectangle layer and rename your new Retangle layer.

Now click on your Oval layer in your layers pallet, then go to Selections, click Select All, then Selections again and click Float, then Selections again and click Defloat.

Now in your layers pallet, right click on your Scattered Stars layer, then click Duplicate, now use your move tool to position to your liking. Continue to duplicate your Scattered Stars layer until you have the desired amount of stars where you want them.

Now once you have all of your Scattered Star elements where you want them, right click on your TOP Scattered Stars layer, and click Merge, then click Merge Down, continue to merge down until all of your Scattered Star layers become one layer.

Now it is time to add your name, the font I used is :
Beautiful ES
Size : 125 Pixels
Color : Black (#000000)

Then once you have your name typed out, go to your layers pallet and right click on your name layer, then click Convert To Raster Layer.
Now go to Effects, click Plug-ins, then click Eye Candy 5 Impact - Then chose Gradient Glow from the slide out menu.
You can see my settings below. The second color I chose to use was #1aff02.

Click Ok.
Now go to Image and click Free Rotate, Set to Left 30.00 and click Ok.

Now apply a drop shadow to your name.

Now you will want to add your Copyright & Credit information.

Once you have everything the way you want it, go to your layers pallet and right click on any layer, then click Merge, then click Merge Visible from the slide out menu.

Now you will want to crop your tag.

Now it is time to animated, so open your Animation Shop.
Open the animation/Bling that you are going to use.

Now go back to your PSP, go to Edit, click Copy Special, then click Copy Merged, Go to your Animation Shop, right click in your grey work area, and click Paste As New Animation..
Now you will need to match the number of frames that your animation/bling has , so mine has 3 so I need to make 3 frames of my tag. So while I am on my tag frame, I am going to hold down my Ctrl key and press my L key 2 times. That will give me 3 frames.
Once you have 3 frames press your Ctrl key and press your A key to select ALL 3 of your frames at one time.

Now go to your animation/bling frames. You will see 3 frames (if yours matches mine) you need to select all 3 of those frames as well, so while on your animation/bling frame, press your Ctrl key and then press your A key to select all 3 frames at once.

Now go to your animation/bling  frames, and right click inside frame 1, then click Copy.
Now to go your tag frames, and right click inside frame 1, then click Paste, then click Into Selected Frame. (Because we have all 3 frames selected it will place the animation inside all 3 frames which is what we want :-)
So now once you have right clicked, clicked Paste, then click Paste Into Selected Frame, you will see your animation on the end of your mouse pointer, so move your mouse until your animation/bling is exactly where you want it. Once you have moved it to where you want it, then left click to place it.
Now your animation should show in all 3 of your tag frames.
If you want to add it again like I did one on each side of my tag, just right click in your first tag frame, and click Paste, then click Into Selected Frame, and position where you want it, then left click to place it.

Now view your animation, and if you like it you are done!!
Just re-size your tag (To re-size a tag in animation shop, use your Shift & S keys, then your re-size menu will open, make sure you have selected Pixels and change the numbers to your desired size then click Ok!)

Now save your animated tag as a GIF file!!
