Open your Animation Shop
Then open your animation of choice.
See how many frames are in that animation. If you are using the same one that I am there is 16 frames.
(To view how many frames your animation has, look in the lower right corner of your animation shop & it will tell you how many frames are open.)
Now click on your first frame of your animation -
Now press your Cntrl & A keys & this will select ALL of the 16 frames.

Go back to your PSP

Now in your layers pallet - close off  (click the eye next to each layer) all the layers that are above your 2 merged 2 layers. (The ones that you lowered the opacity on)
Once all of those layers are hidden click on one of the layers that are not hidden, go to Edit - click Copy Special - then click Copy Merged -

Go to your Animation Shop -
Right click in the grey word area - then click Paste As New Animation -
Now you need to make an equal amount of frames that your animation has. So again if you are using the same animation I am , you will need to make your background image into 16 frames.
Using your keyboard, press your Ctrl key & then tap your L key until you have 16 frames. Again watch your lower right corner of your animation shop & it will tell you how many frames you have.

Once you have 16 frames of your background to your banner - click on the 1st frame - then press your Ctrl key again & tap your A key to select ALL of the frames.

Now go to your animation that you opened earlier -

Now go to your banner background frames - make sure that they are ALL still selected -
Right click in the 1st frame - then click Paste - then click Into Selected Frame.
Now without clicking move your mouse until you see a portion of the animation show up on your background.
Once you can see a portion of your animation - move your mouse to the location you want your animation.
Once you are happy with the placement, then left click on your mouse to place your animation.

(I placed my animation twice so that it covered the width of my banner)
So to do that, just right click on your 1st frame of your banner background again, then click Paste - then click Into Selected Frame - wait for the animation to show, then position it to your liking, then left click to place it.
Now view your animation to make sure you are happy with it.
(To view your animation go to the top of your animation shop, on the right side & click the icon that looks like a mini film strip.)

Now go back to your PSP -
Now unhide all the layers that you hid earlier, & then hide all the layers that were visible the first time.

Now click on one of the visible layers - go to Edit - click Copy Special - then click Copy Merged -

Go back to Animation Shop -
Right click in the grey work area - then click Paste As New Animation -

Now you will see the top part of your banner with all of the elements & your main tube. -
Now you will need to make it the equal amount of frames, so for this animation it is 16. So press & hold your Ctrl key then tap your L key until you have a total of 16 frames.

Once you have 16 frames, click on the 1st frame - then press your Ctrl key then tap your A key to Select All.
Now keeping all 16 frames selected - right click in the 1st frame & click Copy.

Then go to the frames that have your background of your banner & the animation on it -
Right click in the 1st frame - then click Paste - then click Into Selected Frame.
Now do NOT click yet, make sure that the top part of your banner lines up with the bottom part. So move your mouse slightly if needed to make sure everything is aligned.

Once happy with the placement - left click & this will place the top part of your banner with your background & animation.

Now view your animation to make sure you are happy with it.

Once you are happy, go to File - click Save As - then save as a GIF File.
